RHRA Board of Directors Announces Interim CEO and Registrar

The Board of Directors for the Retirement Homes Regulatory Authority (RHRA) announced today the appointment of Lucy Becker as interim CEO and Registrar, effective October 20, 2025. She will work alongside outgoing CEO and Registrar Jay O’Neill until his departure on November 14, 2025.
Currently, as a member of the RHRA Executive Team, Ms. Becker has more than 25 years of regulatory experience overseeing doctors, lawyers, investment brokerages and the bereavement sector. In addition, as an adjudicator with the Ontario Physicians and Surgeons Discipline Tribunal, she is well versed in regulatory decision making and is well-positioned to guide RHRA through this leadership transition.
Ms. Becker is deeply committed to RHRA’s resident protection mandate, supporting RHRA’s key regulatory operations to meet its service level standards and to working collaboratively to support licensees in compliance.
The Board is undertaking an executive search to identify a CEO and Registrar with the leadership skills, experience and strategic thinking required for the future.
The Board will work closely with Ms. Becker and Mr. O’Neill to ensure a smooth and seamless transition. The Board thanks outgoing CEO and Registrar, Mr. O’Neill, for his service to the RHRA over the last 14 years and looks forward to working more closely with Ms. Becker.
