RHRA Board of Directors Announces Executive Recruitment for CEO & Registrar

The Board of Directors for the Retirement Homes Regulatory Authority (RHRA) announced today that it will undertake an executive recruitment for the regulator’s CEO & Registrar with the upcoming departure of Mr. Jay O’Neill on Nov. 14, 2025.
After a total of more than 14 years of dedicated service to the RHRA, with seven years leading the organization, Mr. O’Neill will be departing to assume to the role of Registrar & CEO with an Ontario regulatory health college.
As an early staff member, Mr. O’Neill played a pivotal role in the set up and maturity of the RHRA as a relatively new regulator. The Board extends its gratitude for his leadership and commitment to resident safety and wellbeing, particularly throughout the challenges of the COVID-19 pandemic.
The RHRA is well-positioned for this transition, supported by strong leadership, a robust succession plan and a clear focus on its public interest mandate. The Board will approach its recruitment with diligence and foresight, upholding its responsibility to protect residents while enabling the organization to adapt to the evolving retirement home sector.
The Board will work closely with Mr. O’Neill over the following weeks to ensure a smooth and stable transition, with an unwavering commitment to delivering its consumer protection mandate and providing compliance support to licensees.
