Notification of $0.25 Increase to Annual Fee for April 1, 2026

After careful consideration, the Board of Directors for the Retirement Homes Regulatory Authority has approved a $0.25 inflationary increase to the Annual Fee for the 2026/27 fiscal year. The inflationary increase will bring the fee from $14.98 to $15.23 per suite, per month, effective April 1, 2026. The 2026/27 Fee Schedule also clarifies how late fees are applied to comply with recent federal legislative changes regarding annualized interest rates. This change will not result in any new or increased fees in circumstances of late payment.
As contained in the 2024/25 Annual Report, we experienced sustained increases in core regulatory functions, including a 46% increase in reports of harm/risk of harm and a 42% increase in responsive inspections. To meet service level standards amidst sustained increases in activity, we took on an operational deficit to hire additional front-line staff in areas such as intake, complaints and inspections. While operating reserves and investment income from favourable market conditions helped to resolve the deficit in the short term, it cannot be relied upon as a consistent funding source.
As a modern regulator, we recognize that responding to the demand for intervention and facilitating necessary front-line staffing increases are essential and continue to drive operating expenses. We will continue to monitor and adjust plans accordingly to manage longer-term sustainability while improving service level standards, providing support to licensees to foster a culture of care and compliance, and strengthening resident protection – instilling public confidence for the benefit of everyone.
