Important RHRA Notice – Independently-Owned Homes: Upcoming Annual Information Return and Invoice Distribution – Due April 1, 2024

 

Dear Licensee,

The purpose of this notice is to outline the process, expectations and to provide guidance and support related to an upcoming regulatory requirement for retirement home licensees – the Annual Information Return (AIR).

Background

The RHRA would like to thank licensees who contributed feedback on RHRA’s recent AIR consultation. A summary of the stakeholder feedback submitted during the consultation will be made available on RHRA’s website in the coming days.

The majority of stakeholders recognized the value of RHRA collecting readily available information from retirement homes to better understand the sector it regulates and continue to apply right-touch regulation. Stakeholder feedback was constructive and helped refine the AIR questions for better clarity.

Information collected through the AIR process will deepen the RHRA’s understanding of the sector and support regulatory activities to safeguard the wellbeing of residents so they can live with dignity, choice and confidence in licensed retirement homes.

Expectations and Guidance

AIR will be an annual process that takes place when retirement homes pay their annual fees to RHRA. Licensees can expect to receive their invoice along with the request to complete and submit an AIR response on February 1, 2024. Submitting an AIR response is mandatory for all retirement homes and is due on April 1, 2024, along with invoice payment. This year’s AIR questionnaire is brief and requires information that should be readily available. RHRA staff will be available and ready to support licensees as they go through this process for the first time.

Here is what you can expect on February 1, 2024:

AIR Submission Process

  • Licensees (owners) and, if applicable, their retirement home manager (day-to-day home administrators) will receive an email invitation to complete and submit an AIR response on behalf of their home.
  • You may want to review the questions before you start completing the questionnaire. A copy of the questions will be made available on RHRA’s website when AIR is launched on February 1, 2024.
  • Retirement home managers are encouraged to work with their licensee, if applicable, to ensure they have the appropriate information to complete their AIR submission. Again, RHRA staff will be available to answer questions and help.

Annual Fees Invoicing

  • No change in process. Each retirement home’s designated contact(s) for receiving and paying invoices will continue to receive RHRA’s invoice on February 1, 2024.

Licensees are accountable for ensuring their retirement home completes an AIR submission and invoice payment by April 1, 2024.

RHRA intends to launch a new secure licensee portal later this year. RHRA’s intent over the long term is to streamline interactions through the portal. In future years, licensees will be able to complete their AIR submission and pay their fees together. The portal will be launched in phases so that RHRA can support licensees during the transition period.

Here is what licensees who are accountable for more than one retirement home can expect on February 1, 2024:

AIR Submission

  • Licensees (owners) and retirement home managers (day-to-day home administrators) will receive an email invitation to complete and submit an AIR response for each retirement home.
  • You may want to review the questions before you start completing the questionnaire. A copy of the questions will be made available on RHRA’s website when AIR is launched on February 1, 2024.
  • Some questions may require coordination between the licensee and retirement home managers. For example, The AIR submission will require the current Extra Expense Insurance policy for the home (policy number, expiry date, insured amount and broker name). It is the responsibility of the licensee to ensure that the individual who completes the AIR for the home has the required information.
  • Licensees are encouraged to coordinate with their retirement home managers to support them in completing their AIR submission. There must be one response received for each licensed retirement home.

Annual Fees Invoice

  • No change in process. Your designated contact(s) for receiving and paying invoices will continue to receive RHRA’s invoice on February 1, 2024.
