New Regulatory Request: RHRA Annual Information Return

In late January 2024, RHRA notified the sector of a new regulatory requirement that retirement homes would receive on February 1, 2024 – the Annual Information Return (AIR).

The following link will direct licensees (owners) and retirement home managers (day-to-day home administrators) to a short questionnaire for completing and submitting their mandatory AIR response on behalf of their home(s) by April 1, 2024: https://analytics-ca.clickdimensions.com/cn/acauo/RHRA2024AnnualInfoReturn

Guidance For Completing AIR

  • This year, the AIR must be completed via the provided link. In future years, RHRA will leverage a new licensee portal to be launched later this year to streamline interactions with licensees. The portal will be launched in phases so that RHRA can support licensees during the transition period.
  • For this transition year, responding to the AIR questions must be done in a single sitting – you cannot partially complete the questionnaire and return to it later.
  • You may want to review the questions before you start completing the questionnaire. A copy of the AIR questions retirement homes are required to answer can be found on RHRA’s website.
  • Licensees accountable for multiple homes are encouraged to coordinate with their retirement home managers to support them in completing their AIR submission. There must be one response received from each licensed retirement home.
  • Please note, the AIR submission will require the current Extra Expense Insurance policy for the home (policy number, expiry date, insured amount and broker name). It is the responsibility of the licensee to ensure that the individual who completes the AIR for the home has the required information.

Licensees are accountable for ensuring their retirement home(s) complete their AIR submission along with invoice payment by April 1, 2024.

RHRA intends to launch a new secure licensee portal later this year. RHRA’s intent over the long term is to streamline interactions through the portal. In future years, licensees will be able to complete their AIR submission and pay their fees together. The portal will be launched in phases so that RHRA can support licensees during the transition period.

The RHRA thanks licensees who contributed feedback during the recent AIR consultation. A summary of the stakeholder feedback RHRA received can be found on our website.

The majority of stakeholders recognized the value of RHRA collecting readily available information from retirement homes to better understand the sector it regulates and continue to apply right-touch regulation. Stakeholder feedback was constructive and helped refine the AIR questions for better clarity.

Information collected through the AIR process will deepen the RHRA’s understanding of the sector and support regulatory activities to safeguard the wellbeing of residents so they can live with dignity, choice and confidence in licensed retirement homes.
