ii) Capable of and empowered to ensure implementation of compliant policies and procedures that will create a safe environment for residents.  
Condition 2: The Licensee must immediately advise the RHRA of any change in the contractual status with the Licensee of the person(s) employed or retained pursuant to Condition 1. 

A person with a controlling interest owns more than 50% of the licensee's voting shares.
